Administration of Federal COBRA and State Continuation

 

IMPORTANT: COBRA provision of the 2021 American Rescue Plan Act (ARPA)

Included with your CBIA Health Connections membership, at no additional cost

Employees who are laid off, terminated or leave for almost any reason must be offered COBRA or State Continuation insurance coverage. Failure to do so can result in costly penalties.

Our goal is to take the administrative burden away from you and make sure you meet your state and federal obligations. We handle:

  • Document retention and retrieval

Continuation of benefits is based on your company’s number of employees and the CBIA Health Connections medical product you participate in.

 

Employers with 20 or more employees

Employees covered under companies with 20 or more employees are granted the right to continue coverage subject to Federal COBRA provisions. The maximum months of continuation are:

  • 30 months for fully-insured ACA-compliant medical plans
  • 18 months for self-insured (level-funded) Fixed Funding Solutions medical plans
  • 18 months for all dental and vision plans available through CBIA Health Connections

Employers with 19 or fewer employees

Employees covered under companies with 19 or fewer employees are protected under Connecticut State Continuation (mini COBRA). The maximum months of continuation are:

  • 30 months for fully-insured ACA-compliant medical plans
  • 18 months for self-insured (level-funded) Fixed Funding Solutions medical plans* 
  • 18 months for all dental and vision plans available through CBIA Health Connections

* Employers subject to Connecticut State Continuation are not required to continue self-insured medical plans. However, employer groups that use CBIA’s COBRA/State Continuation Administration Service must continue all medical, dental, and vision benefits offered.

To activate this service, sign the signature sheet in the CBIA Federal COBRA or State Continuation Service Agreement found here, and return it to CBIA. In addition, if you have former employees and dependents currently enrolled for COBRA or State Continuation, you’ll need to complete a Continuant Takeover Form, also included in the package.
